Abstract
The colloquium aimed to promote dialogue and reflection on the achievement of Goal 1 of EFA within the context of Southern Africa. Various members of the organising committee chaired the programme and proceedings were based on the sharing of ideas through the presentation of papers and country case studies, as well as open plenary discussions and parallel sessions focusing on the following topics: Issues in financing ECCE; The gap between policy and implementation; Health, welfare, education and orphans and vulnerable children (OVC) - an ECCE scenario; Public and private partnerships; Development challenges and ECCE. This process of dialogue and open sharing culminated in a set of conference recommendations, which will be turned into a conference declaration and statement of principles for ECCE in the region.
