Abstract
The scorecard has been aligned with that developed by the CATCH network (Coordinating Action for Children and HIV and AIDS), which is designed to monitor the national and provincial service response to children affected by HIV and AIDS in terms of the National HIV/AIDS and STI Strategic Plan 2007-2011. The CATCH scorecard includes several indicators that are of relevance to young children. They are as follows: 1. The proportion of HIV-positive pregnant women who receive PMTCT prophylaxis 2. PMTCT Child Outcomes: The proportion of infants born to HIV-infected mothers, who are HIV-negative at three months. 3. Infant mortality - the number of children under one year of age who die in a year, per 1000 live births in the same year In the ACESS ECD Scorecard we have not repeated these indicators, but we recommend that they are used to monitor progress for children affected by HIV and AIDS. However, there is overlap on the access to income support as we will track this across the age range and CATCH are focused on the proportion of children under one year receiving the child support grant.
