Abstract
The paper identifies a number of issues effecting early learning and makes recommendations to improve learning opportunities for South Africa's youngest children. These include: Shift to population- and programme-based planning for ECD provision; Define a clear-age differentiated strategy for early childhood care and education; Break the cycle of exclusion of the poorest children; Establish a funding formula for non-centre-based programmes; Ensure that there is sufficient capacity at provincial level to provide programme support; Define a clear staffing structure and career path for ECD practitioners; Monitoring and evaluation.
