‘In 2011 Ilifa Labantwana funded research which investigated the extent to which Early Childhood Development (ECD) service providers are able to access government funding for ECD. The research explored: government ECD funding sources; prescribed procedures, systems and requirements for funding; actual procedures for accessing state funding; support from local government for ECD services within selected municipalities; and factors that enable and inhibit access to state funding for ECD service providers.’ [p. 2]
