Abstract
This report explores policy and provision for early childhood education and care (ECEC) in six English speaking countries in Southern Africa - Botswana, Namibia, Lesotho, South Africa, Swaziland and Zimbabwe. In the first section of the review the report aims to: (i) set ECEC policy and provision in the wider context of socio-demographic profiles of the region, in particular referring to economic, education, health and welfare indicators (ii) briefly review the debate about donor aid in Southern Africa and locate ECEC within it. The report argues that aid interventions are problematic, and set against the scale of need, progress is slow. Any intervention in the field of early education and care will encounter these general problems of aid giving
