Abstract
This review focuses on the educational aspects of ECD. Its aim is threefold: firstly, to argue for investment in quality ECD services as a critical platform for the General Education and Training (GET) phase of education thus for HRD; secondly, to argue for access to holistic ECD services, including parent training programmes, for children in the age group from birth to five years; thirdly, to point to gaps in available data which compromise the monitoring of service access and quality. We commence with a discussion of the impact of investment in ECD and then proceed to describe the South African policy and data environment. The bulk of the chapter is devoted to presentation of data on the coverage, quality and resourcing of ECD, together with analysis of the qualification and training of ECD practitioners. The concluding section of the chapter presents recommendations for future data collection and monitoring of ECD service access and quality.
